Step-Beyond Programme for Home Team Civilian Officers
The 8-day Step-Beyond Programme is the pinnacle of the three-part civilian milestone series.

This 10-day programme is part of HTA’s milestone leadership programmes, supporting officers at various stages of their leadership journey. Designed for team leaders and staff officers, participants will:
Develop understanding of Home Team issues and challenges
Enhance their ability to manage frontline teams
Appreciate the need for Home Team integration and collaboration at the operational level
Home Team Advanced Leadership Programme
This 10-day programme is part of HTA’s milestone leadership programmes, supporting officers at various stages of their leadership journey. Designed for assistant directors, officers-in-charge, and managers, participants will:
Deepen their understanding of Home Team strategies to meet future challenges
Strengthen their leadership abilities to drive team performance and build commitment to the wider Home Team mission
Appreciate the need for Home Team integration and collaboration at the strategic level
Home Team Senior Leadership Programme
This 6-week programme is part of HTA’s milestone leadership programmes, supporting officers at various stages of their leadership journey. Designed for deputy directors and deputy commanders from the Home Team and Whole-of-Government agencies with related security and law enforcement responsibilities, as well as close working relationships with the Home Team, participants will:
Develop essential leadership skills and personal mastery to navigate today’s complex and evolving landscape
Appreciate international and regional socio-political issues that impact Singapore’s internal safety and security
Deepen their understanding of the concepts and policies underpinning good governance in public organisations
Foster closer working relationships across the Home Team for greater integration and collaborations
Phoenix Programme
This 6-week programme is part of HTA’s milestone leadership programmes, supporting officers at various stages of their leadership journey. Designed for directors and commanders from the Home Team, as well as Whole-of-Government agencies with related law enforcement responsibilities and strategic partnerships with the Home Team, participants will:
Broaden their leadership perspectives and self-reflexivity, enhancing their ability to navigate complexity and change
Be equipped to address emerging and contemporary issues
Interpret security developments and trends from regional and global perspectives
Strengthen their capability to drive organisational transformation and cultural change across their organisations
Home Team Leaders‑in‑Development Programme (HTLDP)
The 5‑day course is jointly organised by the Home Team Academy (HTA), the Ministry’s Human Resource Division, and the Civil Service College. As a key talent‑development initiative, the programme aims to build a strong pipeline of future Home Team leaders who can lead teams effectively and navigate the evolving operating environment of the Home Team. Through this programme, participants will:
Strengthen their leadership foundations and broaden their awareness of issues shaping the Home Team’s operating environment
Gain skills and perspectives to lead teams effectively in an increasingly complex landscape
Engage in experiential learning and dialogue with public-sector practitioners to deepen leadership insights
Continual Leadership Learning Series (CLLS)
The CLLS targets current and emerging Home Team and Whole-of-Government leaders. Through this series, participants will:
Access platforms to gain global safety and security perspectives, emerging skills for the future, and insights on personal leadership effectiveness
Take greater ownership of their personal leadership development journey, extending beyond formal training programmes
An annual calendar provides leaders with an overview to stay abreast of continual leadership development opportunities. By participating in these opportunities, leaders remain at the forefront of leadership excellence.
Leaders in Crisis Governance Programme
This 2‑week programme is designed for Whole-of-Government group directors and directors. Through this programme, participants will:
Develop a deeper understanding of evolving crisis dynamics and strengthen whole-of-government approaches
Build essential capabilities in crisis leadership and management
Enhance personal, team, and organisational preparedness and resilience
Foster multi-sectoral coordination for effective crisis response
Crisis Management for Leaders
This six-day programme is jointly developed by HTA and the Singapore University of Social Sciences for Whole-of-Government deputy directors and senior assistant directors. Through the programme, participants will:
Anticipate risks, make sound decisions under pressure, and communicate clearly in times of uncertainty
Demonstrate personal mastery in high-stress environments and sharpen situational awareness
Enhance team, organisational, and community resilience in crisis situations
Mobilise cross-agency coalitions and strengthen collaboration for effective crisis response
Strengthen operational readiness and leadership capability to manage complex crises effectively
International programme on Crisis Leadership
This invitation-only 4-day programme brings together senior Home Team and international officers at the ranks of assistant commissioner and colonel. Through this programme, participants will:
Distil best practices in crisis leadership and crisis management
Strengthen international networks for collaboration in future crises
